In short: Importing from China to the UAE in 2026 usually means paying a 5% customs duty on the CIF value of your goods, plus 5% VAT, plus clearance and port handling fees. The 5% duty is the standard GCC Common Customs Tariff rate that applies to most products; a small number of categories (such as tobacco and alcohol) are far higher, and some essentials are duty-exempt. How much is import duty from China to the UAE?

For most goods, the UAE applies a flat 5% customs duty on the CIF value (cost of goods + insurance + freight to the UAE port). This rate comes from the GCC Common Customs Tariff shared across Gulf states. On top of duty, 5% VAT applies to almost all imports. So as a planning rule of thumb, budget roughly 10% of your landed CIF value for duty plus VAT — then add clearance and handling. There is no special "China penalty" rate; goods from China are treated the same as goods from most other countries, because the UAE has no free trade agreement with China that lowers the standard 5%.

What charges apply when importing from China to Dubai?

Customs duty (5%). Charged on CIF value at the standard GCC rate for most HS codes. Confirm your product's code, as a few categories differ.

VAT (5%). Charged on the CIF value plus the customs duty. VAT-registered UAE businesses can usually recover import VAT on their return, making it a cash-flow item.

What is the difference between free-zone and mainland imports?

This is the detail that catches new UAE importers out. If you import goods into a UAE free zone (for example, Jebel Ali Free Zone), customs duty is suspended while the goods remain in the zone — useful for re-export or storage. Duty only becomes payable when the goods are moved into the UAE mainland for local sale. If you are importing to sell domestically, plan for the 5% duty at the point the goods cross into the mainland; if you are re-exporting, you may avoid it entirely.

Worked example: importing AED 50,000 of goods from China to Dubai

Imagine you import electronics accessories with a goods value of AED 50,000, freight and insurance of AED 6,000, at the standard 5% duty rate, cleared to the mainland.

A VAT-registered importer recovers the AED 2,940 VAT on their return, so the real net cost is closer to AED 59,700. The AED 2,800 duty is not recoverable. How do I find the right HS code and duty rate?

UAE customs uses the GCC harmonised system. Classify your product on the Federal Customs Authority or your emirate's customs portal (for Dubai, Dubai Customs) to confirm the HS code and whether the standard 5% or a different rate applies. Getting the HS code right is what determines your duty — and a wrong code is the most common reason for a customs query or fine.

Do I need an importer code to bring goods from China into the UAE?

Yes. To import commercially you need a valid trade licence and an importer (customs) code registered with the relevant emirate's customs authority. Your clearing agent uses it to file the customs declaration. Without it, goods cannot be released from the port.
