In short: OS&D stands for Overage, Shortage, and Damage — the freight industry's term for when a shipment arrives with more, fewer, or damaged goods than what was listed on the packing list. If a container from China arrives in Jebel Ali or Dubai short a few cartons or with crushed boxes, that's an OS&D case. You typically have a narrow window (often 3–7 days, sometimes less) to document and file a claim with the carrier or freight forwarder before your right to compensation weakens significantly.

What does OS&D actually mean?

OS&D is split into three distinct situations, and they're handled slightly differently:

Overage — you received more cartons or units than your packing list shows. This sounds harmless but still needs to be reported; unreported overages can create customs valuation problems.

Shortage — cartons or units are missing compared to the packing list and bill of lading.

Damage — goods arrive physically damaged, whether from rough handling, water ingress, or a container that shifted in transit.

Why does this happen on shipments from China to the UAE?

Most OS&D cases on the China–UAE route trace back to one of a few causes: cartons mislabeled or miscounted at the factory before pickup, poor palletizing that shifts during a long sea transit, humidity damage in non-climate-controlled containers, or handling damage during transshipment (many China–UAE routes transit through a hub port rather than sailing direct).

How do I file an OS&D claim?

Speed and documentation are everything. Here's the general process:

1. Inspect at the point of delivery, not later. Note any shortage or visible damage on the delivery receipt or proof of delivery before signing it "clean." A clean signature with no notations makes a later claim much harder to win.

2. Photograph everything. Damaged cartons, container seal numbers, pallet condition, and any water or crush marks — before you move or unpack anything further than necessary to assess the damage.

3. Notify your freight forwarder or carrier in writing immediately. Most carriers require written notice of a claim within a set number of days (often 3–7, sometimes as little as 24–48 hours for visible damage) — check your bill of lading's terms.

4. Submit the claim package. Typically the commercial invoice, packing list, bill of lading, delivery receipt with damage noted, and photos.

5. Know your liability limits. Ocean freight liability is usually capped at a fairly low amount per kilogram under the Hague-Visby Rules or similar, unless you declared a higher value and paid for it in advance. This is why cargo insurance matters separately from a carrier claim.

How can UAE importers prevent OS&D cases in the first place?

Require your supplier to send carton-level photos before the container is sealed, use a third-party loading supervision or pre-shipment inspection for higher-value shipments, ask for moisture-resistant packaging on sea shipments during humid months, and always take out cargo insurance separately from the carrier's limited liability — it's inexpensive relative to the value it protects and covers far more scenarios than a standard carrier claim.
